season sweep continues. we'll look at last night's sag awards. fox 5 morning news starts right now. >> this is fox 5 morning news. >> there's your live look outside. depending where you are, you could be seeing rain, freezing rain, sleet or snow. a little bit of everything this morning making for a very messy commute on this monday january 28th. good morning i'm tony perkins. >> and i'm sarah simmons. allison has the morning off. of course icy road s means closin and delays out there. first up the federal government which will open at noon today, employees can use unscheduled leave or tele work. >> dc public schools and offices will be open two hours late today. dc public schools and offices open two hours late today. essential personnel must report on time. aleganey county schools are closed today.

anarundle, calvert are delayed two hours. garret county, howard county, montgomery and georges county schools are all on two hour delays. >> arlington county, clark county and louden county schools are closed today. alexandria and frederick city are two hour delay. also page county, prince william, stafford and warren county schools two hour delay. there are a number of private schools as well and local governments and businesses who have changed their status today. you can see all of that scrolling along the bottom of your screen and myfoxdc.com. >> as always we have you covered when it comes to the severe weather. melanie and julie are watching the roads but we begin with gwen. >> good morning, tony. messy is the appropriate word and we do have a mixture of things

going on here. let's get right to our radar and sho you what is going on. some of you are seeing some of the freezing rain and sleet. others are seeing rainfall. to the east light snow. there was light snow over to some of your neighborhoods to the north earlier this morning. i do anticipate all of this changing into rain at some point. that's already starting to happen. you can see the pockets of rainfall have increased over the course of the last hour. still some of you dealing with slick conditions with the ice. not a lot of ice accumulation. still, it is making it very inconvenient. a lot of untreated sidewalks and side roads and julie will tell us about that later being impacted. winter weather advisory still in affect until 10:00 this morning for the sleet and freezing rain and you see that little bit of bright pink there to our west. and that's

where garret county maryland is under a winter snow warning. an inch of snow fall and quarter inch accumulation of ice. do drive carefully no matter where you are. 32 degrees at dulles. 31 at baltimore. 34 at dc. same at manassas. 32 winchester. 30 at cumberland. we will see this as i said changing into rain but also we're going to see fog. here's a look at the time lines. as we push through into the 8:00 hour, still a bit of mix of rain. and a break around i 66 but to the east more of the freezing rain and sleet and rain to the south. won't be a total wash out by this afternoon but you will continue to see this spotty precipitation with fog settling in as well. so do be prepared. could affect a little evening commute.

a messy mix today. temperatures below freezing. it will all become rain by this afternoon. high today will be 41 degrees. tony? >> thank you very much. our team coverage continues now with melanie alnwick. she is live in sterling, virginia with the latest there. how does it look? >> reporter: looking pretty good. the rain has started to come down heavier at this point. when we got out here 4 or 4:30 this morning, there was sleet coming down. you can hear it on the roof tops and umbrellas and changed over to rain. it stopped a little bit. traffic moving quite well here on route 7. i think perhaps we found the one spot in the area where things seem to be going pretty good. i did have a couple twitter friends telling me they had ice in winchester. person saying the driveways were covered with ice. that's a place people need to be careful. sleet in laurel and ice down

south in dc. so it really is like the parking lots and the sidewalks where you can find yourself getting into trouble. you think it's wet and fine. you might pull into a parking lot, step out of your car and find your footing gets -- your feet slide out underneath you. the good news is that the vdot crews all say they are able to use the full compliment of resources they have. they can use the magnesium chloride, the salt and also put down sand as well. they are monitoring the road conditions and ready to go if anything changes over here in the fairfaxcounty area as well. but they do say so far so good. back to you guys. >> thank you, melanie. >> let's check in with julie wright for a check on other roadways out there. quite a mess out there. >> you are absolutely right. and just to take

you back on what melanie is saying, so far so good. not as bad as what we expected. i don't want you to get that feeling of being too over confident. temperatures may be 34 right now. the elevated passages, bridges, ramps and overpasses tend to freeze before anything else. northbound i 95, this is where earlier this morning we had a lot of icy conditions reported out towards springfield. icy conditions continue to plague our commute. 38 miles an hour headed out toward. there's always that one person driving too fast. and unfortunately we'll be talking about that person later on. we've had problems with the railroad gates out there along 29 gainsville road. that issue has been fixed. here we are live at new

>> one of the exits was locked, trapping the victims inside. most of them died from smoke inhalation and found near a bathroom they thought was an exit. last night we spoke by phone with global news anchor who says the night was supposed to be a celebration for college students to get ready to begin a new semester. >> the party was like a fundraiser for the up coming graduation and they were celebrating the beginning of the term as well as graduating money for graduation later on. and people are concerned on how safe their children are where they are going. mind you, this was a very well-known and respected night club at that town. >> the fire's being called the deadiest night club fire in the world. the mayor has declared a 30 day mourning period.

>> new this morning on capitol hill, a promising step on a controversial topic. senate law makers will propose the bipartisan deal. the compromise will call for securing the boarder creating an affective system and program for low skilled workers and advanced degrees. the most controversial aspect is a proposed pass for citizenship for 11 million illegal immigrants already living in the united states. after the last election when 71% of voters supported president obama, something had to change. >> look at the last election. we are losing dramatically the hispanic vote which we think should be ours for a variety of reasons and we've got to understand that. >> we are committed to a comprehensive approach to finally in this country have an

immigration law we can live with. >> today's announcement comes one day before president obama lays out his vision for immigration reform. have a lot in common with the senate agreement. first today, president obama tackled gun control. the president is scheduled to meet with police chiefs from aurora, colorado and newtown, connecticut. the white house meeting is part of his push to crack down on gun violence. earlier this month the president proposed a ban on assault weapons, high capacity magazines and expanded system for background checks for gun purchases. >> sarah, also happening today the senate begins debate on a relief bill that would provide $50 billion for victims of super storm sandy. it is expected to pass. also today a pretrial hearing gets under gay at

guantanamo bay. at issue, whether u.s. agents tortured the men to get them to confess. and the misconduct trial against john leopold continues today. on friday, a judge dismissed charges. he used public money for personal reasons. >> president obama publically thanked secretary state hillary clinton during a joint interview. she is days away for leaving her post as top diplomate. they chuckled as they described their close partnership and a possible clinton run in 2016. also talked about how she was able to work for the man who derailed her first attempt to the white house. take a listen. >> in politic ands democracy sometimes you win elections and sometimes you lose. i worked very hard but i lost. and president obama asked me to be secretary of state and i said yes. so this has been an extraordinary opportunity to

messy weather conditions across the region this morning. this is a live picture in german town where you can see the roads are wet. what we can't tell is are they wet from water or ice out there. we have a little bit of everything falling this morning. >> yeah. and every area could certainly see every type of precipitation. changed where melanie alnwick is this morning. depends on the time of the day. >> and continue to be that way. eventually it will all be rain but that's still going to be inconvenient. we have fog going to kick in. not making it great for anyone out there traveling on the roads. this is our fox 5 accu weather radar. we have light

snow pushed to the east. some of you saw some of that earlier this morning and the pink is mixture of freezing rain and sleet. the rain area is actually beginning to expand a little more. we're going to eventually see all of this turn into rain and the ice will be out of the way. the ice accumulation will be light. we'll show you where the winter weather advisory is in affect. through 10:00 this morning. and that bright pink you see that encompasses garret county, maryland and they are looking up to one inch of snow fall and quarter of an inch of ice accumulation. wherever you are, take your time. this is not weather you want to be rushing in whatsoever. current temperatures 34 at national airport. 32 at dulles. 31 at b bwi. and here's a look at future cast. give you a little bit of a time line. by this afternoon when it does change to

rain, not a total wash out all day long. there will be periods where you won't see nothing at all. through into the 10:00 hour, still a little lingering rain there with the rain to the south and heavier rainfall to the west. and a bit of the break into the 2:00 and we start to get a bit more rainfall before we get a break. most of the rain stays to the west. we have low pressure system moving in with a warm front. that front is going to stall out over our area. into tuesday and wednesday, influx of warmer air coming in and our temperatures are going to rise well above seasonal. today, 41 degrees. the freezing rain, sleet , rain and the fog. but warmer days are coming your way. going to feel like spring by mid week. >> that i can handle. all right. thanks , gwen. >> let's go to julie right now. >> she can handle springtime.

consumer alert for you. paying with plastic might be the easiest but as of sunday the most expensive. stores in most states can charge you a check out fee if you swipe a credit card. the fee stems from a settlement announced in july between credit card issuers like visa and master card. retailers can only charge enough to cover

of winter we haven't had in a while. brace yourself. the roads are being impacted. let's take a look now at our fox 5 accu weather radar. this is all going to eventually change over into rain and a great part of that is already happening right now. area of that freezing rain. some of you saw light snow earlier today. all of this pink that is a combination of sleet and freezing rain. and we have rainfall that's starting to move in as well. do be careful out there. if any of the sidewalks are not treated, those are dicey areas you are going to have to deal with. moving its way to the east and continue to do so during the course of the morning hours. we have a winter weather advisory in affect. this entire region until 10:00 this morning. and garret county, maryland to the northwest is under a winter storm warning. an inch of snow and quarter of an inch of ice. not a lot of accumulation of ice

here at all. current temperatures, temperatures playing a big factor. 34 at dc. 30 at gaithersburg. 35 at fredericksburg. 30 this hour at hagerstown. so here's a look at what's going on with our future cast. this is going to give you a time line of what this particular computer model thinks will happen. through the 10:00 hour we're still on the back edge. heavier rainfall to areas of the west. and then once we hit the 4:00 hour, a little break from dc south. hagerstown still under the gun there. and take a look at 6:00, a few more showers start to pop up. do expect fog to develop. and then on the backside there, we are talking still a little bit of wet weather. we have this low pressure system warm front moving in. warm front will stall out into tuesday. we're going to see a temperature rise

as we move through into tuesday and on wednesday we're headed to the low 60s. unbelievable. with that, a stronger frontal system. chance for thunder storms on wednesday. then we're right back to where we should be, temperature-wise. balance of the week mainly dry conditions. the exception will be friday. winter definitely kicking in here today. >> if we could just get this not to kick in during rush hour, we'll be a lot happier. seems like the major arteries so far so good. nothing major happening out there on the roads. but a lot of folks are on the two hour delay. anxious to see how the rush hour continues on. continues to say they are running hour delay due to a stalled train. let's go to our maps and show you what else is happening out here. signal lights are not working properly.

again, coming from the north to the south, not a bad commute. the questionable areas are the secondary roads, neighborhood streets, sidewalks, parking lots. allow extra time there. 50 eastbound stalled car reported on the bay bridge. that has cleared. southbound i 97. let's show you what else is happening out here. lanes are open on the beltway to and from college park in silver spring. fog was already moving in. visibility issues now. southbound 270 no issues reported. again, the bridges, ramps and overpasses freeze before anything else. that's a check of your fox 5 on time traffic. >> thank you. military leaders have about three and a half years to set up processes to allow women to apply for combat positions. this after last week's new rule by the obama administration. and joining us now to talk about how they will

comply with jonathan broder with cq role call. good morning. >> good morning. >> we have this new directive. what is this process going to be like try to go get women to apply for these positions? is that going to be more difficult than people realize just setting up the process? >> one thing you have to remember is the qualifications for these positions they are going to be applying for and we're talking about hundreds of thousands of new jobs in the army that women will be allowed to apply for. the standards for these jobs is not going to change. if a combat position requires a man or a woman to carry 50 pounds over their head and run a mile in a certain amount of time, the women will have to qualify for that. >> okay. some people not been very supportive of this.

some in the military and some outside because the issues of women not being equally as strong as men. you have covered the wars in the mid east. what's your take after being over there and covering the wars what your thought is moving forward having women more in combat positions than perhaps in the past. >> it's going to be dangerous for women. women are vulnerable in a way men are not. they don't have the upper body strength a man does. if a woman were captured, there is the whole issue of her gender that the enemy can take advantage of. it's a risk. it's a big risk. but women in fact , have been in combat for the past ten years. we've been in war for over a decade in both afghanistan and iraq. and there have been more than 20,000 women who have served over there during that

period. and they go apatrol with male soldiers what they call cultural sensitivity groups. if they have to deal with afghan or iraqy women, it was the american or female soldiers who would deal with them. when they would come under fire, the women would have to pick up their arms and fight back. and you've also had 800 woman or 180 were killed -- 800 wounded or 180 were killed. a certain reality that already exists. >> you were mentioning and a lot of people talked about this, the upper body strength of women that they are not as strong as men upper body wise. at the same time, women still have to go through the same processes as men or the training and have to pass the same test. does that kind of make the argument not, you know, make it an argument at

all because women are still over there and already pass the same test and could be stronger than some men? >> exactly. i know women who are like three time iron man competitors. >> right. >> and they are going to be stronger than some men. i think the strongest women will be the ones who become combat soldiers. >> what do you think about when it comes to the navy seals? are we going to see women in these ranks as well? >> well, that's not clearly established yet. what is going to happen during the next three and a half years is some of these services is going to decide whether they want to have exemption and they are going to have to show why. if they do get an ex emgoes, women won't be able to join the seals. but if they don't, women will have to qualify for these elite units whose physical standards are even that much higher. >> this may be part of the

question you just answered, but do you think there are going to be any jobs off limits or can there be? or we wait to see what's going to happen with that? >> when you say combat? >> or any positions i guess i should say. >> possibly elite units but basically when you say or when the administration says combat positions are open to women, we're talking about ground combat and that means marines and the army and infantry, armor and artillery. so those are the kind of jobs women would be eligible for. >> why do you think now? why was now the time for the administration to do this do you think? >> for the past ten years this has been happening anyway and certain women who serve in the military have been agitating for this. there are several lawsuits out there that the combat restriction violates their constitutional rights.

another live look outside. now that would probably be the result of freezing rain. probably fell as liquid. hit the leaf and froze. >> look at it suspended there on that leaf. little bit of frozen precipitation there, gwen. and this is what we're going to see on the roadways. dangerous out there. >> definitely. do take your

time and be careful. you can't drive like you normally would. we're going to show you what's happening right now. fairly widespread across the area. some of this already changing over to rain. and by this afternoon, this will all change into rain. so we're still going to have you know the road conditions you are going to have to deal with. driving in rain can be hazardous out there as well. we have the pink you are seeing is a mixture of freezing rain and sleet. and the green is the rainfall. and that area is starting to expand. we have all of this moving its way to the east. and all associated with a low pressure system with a warm front heading our way. and going to stall out into the course of the next 24 hours or so. we have a winter weather advisory for the entire area until 10:00 this morning and for garret county maryland, there's a winter storm warning in affect. they are going to get snow. let's take a look at our current temperatures. temperatures playing a big role

in this. right now temperatures into the 30s everywhere. 34 at dc. we've got 35 to the south at fredericksburg. and the temperatures are going to warmup slightly into the course of the day but only into the upper 30s and low 40s. we're talking 41 for our daytime high today. expect fog later on and into tonight. that's also going to impact your visibility. winds are picking up. south, southwest at 10 to 15. morning slick spots that's an understatement. julie will tell you more about that. and my 7 day forecast, you are going to like that. >> is there any type of precipitation we're not having today? >> it's a weather smorgashboard. >> thank you. here's julie wright with a look at traffic. >> i love when she says buffet.

i get all excited . oh, it's just the weather. oh, okay. a little bit of bacon. you know. all right. here we are looking at the icc. and as you travel between lay hill road and new hampshire avenue, looks like wet pavement. again, major arteries, not looking so bad. i don't want to give you a false sense of security. i've had several folks hit me up on twitter saying i just made to to my desk on time. the parking lots are questionable. the sidewalks are icy. keep an eye out for those. let's go to our next camera and show you what else is happening out here. secondary ary roads are what we're finding out there. late rush hour for a lot of folks. a lot of folks are on a two hour delay. not sighing the heavy

>> we provide mentors for high school students. particularly for the males in high school, students can get lost. high school is very important. trying to get into college. a mentor to guide them along and get that process. and someone to look out for them specifically will help. >> don't we all need that from time to time? >> most definitely. >> how much has it helped the graduation rate? >> 90% of our graduates graduate from high school. the dc public school graduation rate is 58%. we're proud of our work. we're going to continue to do that and spread the word that mentoring works. >> all right. i think my call to action worked. your phone is ringing. get there and answer. i'm going to head down to jessica. good morning to you. tell me about bridge s to pals. >> one on one mentoring program. we serve children between 5 and 18. we do have a contract with the department of

health and human services and give prior to children in group homes and foster care. we're a program of the mental health association. >> who makes the perfect mentor for your organization? >> honestly it's everybody. we have people who are starting college and looking to do volunteer work. they are in a fraternity. senior citizens who want to get back into it and work with a child. and we have people in the middle of their career who wants to give back. anybody who is willing and able to spend time, give a lending ear and help. >> what are you hearing from the people on the phone this morning? >> wonderful things. the person sitting next to me got a call from a 12-year-old who wanted to become a mentor. >> if that doesn't inspire you at home. we've had a 12-year-old call and a 69-year-old. >> there you go. >> if you are in between any of those ages, you too should be calling. thank you so much. her phone is ringing . i think all of our volunteers here are on the phone right now.

winter storm warning in affect. an inch of accumulation of snow fall and quarter of an inch of ice fall. here's a look at our current temperatures. and temperatures are playing a big role. 34 at reagan national. 32 at dulles and 32 at bwi. so it is definitely mostly a messy mix we are talking about today with is your fashion temperatures below freezing. the sleet, the freezing rain will also become all rain by the course of the afternoon if not sooner. and only minor ice accumulation as i mentioned. the rain will also end up being responsible for the fog later on today. you want to be aware of that. by the 5:00 hour, having a few spotty showers. also a chance we might have breaks in between. it's not a total wash out by this afternoon. but we do anticipate still seeing the roadways still being a little bit of a hazard. as i said, do

on the conditions. good morning to you. >> reporter: good morning, guys. yeah, looks like it's just rain out here in fairfax county. we're out in sterling along route 7. been a steady rain, steady drizzle now. the good news is that virginia road crews were able to get out here around midnight. the temperatures on the road stayed above 20 degrees. they were able to use their entire compliment of materials to basically be ready for any icing that came along. they were able to pretreat with the magnesium chloroize. they have salt and calcium chloride. and also sand. doesn't look like they need it at this point but they have been out here standing by in case the conditions change. two things that are really really handy to know. maryland 511, md 511.org.

at home thinking this: i had a tough enough time getting through college, how am i going to help someone else get through college? what kind of skills do you need? >> there's no special skills required to mentor. we ask people public college graduates and willing to dedicate their time and support. we look for character qualities of just support and care. and provide all of the training and on going support prior to the match and the entire time. >> what time of time commitment are we talking about? >> we ask people to commit to 6 hours a month. but it's a community based mentoring program. there's not a specific time and place people meet. it's up to them. we ask for 6 hours but it's a very flexible program. >> do you find you have more women or men? we're having a lot of women calling in. how can we inspire men to be mentors? >> we definitely get more women who call. but in terms of men

talking about this. there's more to this than just playing the board game. explain that to us. >> monopoly is a great game. my family grew up playing. and i was married and had our family which is rather large, we use the game to teach business sense. negotiating skills, trading, all of those things that you need in business. and so that's what we're going to be taking to the community. we want to find those young entrepreneurs and thinkers and put them together with the successful business people. >> you said you came up with this concept of turning this board game into this idea because you played with your large family at home. that's how you came up with the whole concept. >> yes. our family plays on a whole other level. we have contract paper. they do business deals and ventures with one other that cause them to have to broker with each other. so we've used this as a teaching

tool. what we want to do is take it into the community and find assess those business skills. and also teach. we're using the game as a teaching tool not necessarily with a fundraiser which is what not for profits use it for. bring the young people away from their technology and back to one of those old-fashioned board games. >> these are your two young people right here playing the game in studio. now, you mentioned that you are trying to get them away from the technology. how on earth are you going to convince today's young people who are hooked on to the tablets and the computer and all of that to get away from that and get into a real board game? >> they still like money. so that's what we're going to use. tonight's game which is the kick off game at the library, the winner is going to win two
